Consultant – Outreach Officer, Kingston & St. Andrew Tek It To Dem Project Phase III

Overall Purpose

The Consultant will have primary responsibility to reach, test, and coordinate the continuity of services, and quality of care specifically for homeless drug using persons living with HIV/AIDS in Kingston, St. Andrew and St. Catherine.  He/she will also be responsible to build partnerships that will offer psychosocial support and medical services that will improve the quality of lives of the target population and conduct needs assessments among homeless persons in the targeted parishes to ascertain service delivery needs.

Contract Period

The contract period will run for six (6) months between May 1, 2019 and September 30, 2019.

Remuneration

The Consultant will be remunerated at a total budget of J$1,080,000.00 for the period of the contract. The Consultant will be paid based on the satisfactory completion of monthly activities as per the schedule of deliverables.

Qualifications

  • Minimum five (5) CXC subjects
  • At least three (3)  years experience working with the target population or other vulnerable groups
  • Monitor and track client progress which includes; regular site visits, hospital visits when necessary and facilitate linkages for assistance to support access to treatment services.
  • Basic knowledge in counselling techniques
  • Training in Substance Abuse Treatment and Prevention would be an asset
  • Must have experience working with Excel, Microsoft Office and Word
  • Must have a minimum of two (2) years’ experience in behaviour communication change or public health programmes for marginalised populations or comparable experiences
  • Knowledge of HIV/STI and Outreach Testing & Counselling Services
  • Ability to work on his/her own initiative
  • Assist clients in overcoming barriers in obtaining needed services
  • Must possess a valid Taxpayer Registration Number (TRN) and reliable Motor Vehicle

 

Main Tasks and Deliverables

  • Implementation of the work plan
  • Identify, reach and test individuals from  the target population for drug, HIV and other STIs
  • Coordinate and conduct needs assessments among target population
  • Conduct mapping to ascertain hot spots
  • Linked to care and coordinate clinic visits with clinic staff and assist in scheduling clients’ appointments
  • Accompany clients to medical appointments (especially for first visit)
  • Submit monthly reports to the Project Manager
  • Attend meetings as assigned or requested
  • Perform other project related duties as assigned.

 

Deliverables / Performance Standards

  • Draft work plan
  • Reached at least ten (10) homeless per month and referred for testing.
  • Link homeless to Care
  • Assist with Mapping of hotspots and need assessments
  • Completed and submitted a monthly itinerary at the end of each month to assigned supervisor.
  • Collaborated with outreach team
